    1. Đề bài

    The first chart below shows the percentage of school-aged girls and boys who were at secondary school in four regions of the world in 2000. The second chart shows the percentages of college-aged men and women in higher education in the same year.

    2. Sample answer

    The bar charts compare the participation rates of male and female students in secondary education and higher education across four regions in 2000. Overall, Europe had the highest participation rates in both education levels, while Sub-Saharan Africa had the lowest. Additionally, while male students generally outnumbered female students in most regions, Europe showed the opposite trend in higher education.

    In secondary education, there was a stark contrast between Europe and Sub-Saharan Africa. Nearly all European boys and girls attended secondary school, whereas in Sub-Saharan Africa, only about 30% of boys and 20% of girls were enrolled. Latin America and East Asia had similar participation rates, with approximately 60% of both genders attending secondary school.

    A similar pattern was observed in higher education. Europe again had the highest participation rates, with 60% of men and 70% of women enrolled in tertiary education. In contrast, Sub-Saharan Africa had the lowest figures, with only 5% of men and 2% of women. Latin America and East Asia recorded lower rates than Europe, remaining below 20% for both genders. Notably, in all regions except Europe, male students outnumbered female students in higher education.

    Some people think that the best way to reduce crime is to give longer prison sentences. Others, however, believe there are better alternative ways of reducing crime. Discuss both views and give your opinion.

    The issue of crime reduction is a complex one, with proponents of longer prison sentences often clashing with those advocating for alternative approaches. While lengthy incarceration may seem a straightforward solution, a more nuanced understanding reveals that it is not the sole, nor necessarily the most effective, method of tackling criminal activity.

    The argument for longer prison sentences rests on the principle of deterrence. The premise is that the fear of a lengthy jail term will discourage potential offenders. Furthermore, longer sentences are seen as a just punishment for serious crimes, offering a sense of retribution to victims and society. Proponents also point to the removal of dangerous individuals from society, thereby reducing the immediate risk of further offenses. However, this approach neglects the potential for recidivism; lengthy sentences can lead to increased radicalisation and a lack of rehabilitation opportunities, ultimately making reintegration into society more difficult.

    Conversely, alternative crime reduction strategies focus on addressing the root causes of criminal behaviour. These include investing in education and job training programs, particularly in deprived communities, to provide opportunities and reduce economic inequality. Early intervention programs targeting at-risk youth can also play a crucial role in preventing young people from embarking on a life of crime. Furthermore, community-based initiatives such as restorative justice, which focus on repairing the harm caused by crime through dialogue and reconciliation, offer a more humane and potentially more effective approach. These methods aim to rehabilitate offenders, reducing the likelihood of reoffending and fostering a safer society.

    In my opinion, a multifaceted approach is necessary, combining elements of both strategies. While severe punishment may be appropriate for certain violent crimes, a primary focus should be placed on preventative measures. Investing in education, social services, and community engagement programs will prove far more effective in the long term by addressing the underlying societal factors that contribute to crime. A balanced system that incorporates both punishment and rehabilitation offers the best chance of creating a safer and more just society.

This essay will examine both perspectives before presenting my own viewpoint.

    On the one hand, proponents of longer prison sentences contend that harsher punishments serve as a strong deterrent. The logic is straightforward: if individuals know they face years behind bars, they may think twice before committing offenses. For instance, countries with stringent sentencing laws, such as the United States, often report lower rates of certain crimes, like armed robbery, due to the fear of severe consequences. Furthermore, extended incarceration ensures that dangerous offenders are kept off the streets, thereby enhancing public safety in the short term.

    On the other hand, critics argue that prolonged imprisonment fails to tackle the underlying factors driving crime, such as poverty, lack of education, and substance abuse. Instead, they propose alternatives like rehabilitation programs, community service, and vocational training, which aim to reform offenders rather than merely punish them. Evidence suggests that these measures can be more effective in reducing recidivism. For example, Scandinavian countries, renowned for their focus on rehabilitation, boast some of the lowest reoffending rates globally. By equipping individuals with skills and support, such initiatives address the causes of crime more holistically.

    In my opinion, while longer sentences may deter some potential criminals and protect society temporarily, they are not a sustainable solution. A balanced approach that combines reasonable punishment with rehabilitation offers greater long-term benefits. By addressing root causes and fostering reform, societies can break the cycle of crime more effectively than relying solely on incarceration.

    In conclusion, although extended prison terms have their merits in deterring crime and ensuring safety, alternative methods like rehabilitation tackle the issue more comprehensively. I believe a hybrid strategy is the most pragmatic way forward.
